Do you need special cable for poe ?
No. PoE does not require special cable. You can use PoE using any Cat 5e, Cat 6, Cat6e or latest generation cables. RJ 45 style connectors are used for both regular and PoE-enabled local area networks. PoE enabled switches are the power sources in most cases.
Will poe pass through a patch panel
Yes. As long as the connection is direct and a standard limit of less than 100 meters is satisfied, the Power will pass through patch panel.
Will poe pass through a coupler

Will poe hurt my computer
PoE wont hurt your computer as the power supply through PoE is not forced. Any devices that connects to a PoE , will draw only the energy required by the device even though the PoE capability is higher.
